Parents and baby must all leave. If the kid is older, parents get a choice. Parents leave regardless, but they can orphan their kid as a US citizen, or they can take the kid back home to Mexico with them and forfeit the child's US citizenship. That's what I think is most fair.
After that is enacted, no more birthright citizenship to the children of non-citizen parents.
