You misunderstand the passage.
God comes "as a thief" in Rev 16:15 as an allusion to Matthew 24:43
"But know this, that if the goodman of the house had known in what watch the thief would come, he would have watched, and would not have suffered his house to be broken up."
This passage tells us to always follow God and never to err from the path even for a second because God comes suddenly and without expectation or warning.
"Blessed is he that watcheth, and keepeth his garments, lest he walk naked, and they see his shame." This portion of Rev 16:15 says that you need to always be vigilant for God. That is why you need to keep your garments (like Adam and Eve, also a metaphor for the Holy Spirit that covers the righteous followers of God).
