Wealth redistribution would have to be forced. There would be those who would not participate. Many of those people would not be able to pay, nor willing to. What is the next step, imprisonment? Murder? Even if these folks' ancestors had nothing to do with slavery and came over to be farmers or factory workers well after the fact?
