I wouldn't say it's racist, but it certainly condemns cultural behaviours, and it's interesting to see. A lot of people will say that this is racist when it's only trying to weed out a part of the population whose culture is aversive to the majority.

Depends on what is the cultural behavior. It's already established that no one likes people shitting on the streets so if one particular group of people suddenly starts shitting in the streets I wouldn't think it's racist to tell them to stop their behavior, even if it's normal in their original culture.

That's it, it's not really racist, there's no race involved, it's just a rejection of cultural aspects. Of course I would hate it if anyone drove around my neighborhood playing loud music in their car.

It's a given that shitting on the streets was the cause of many diseases way back when, and thanks to modern plumbing we can avoid these diseases. So rejecting people who shit on the streets isn't merely a cultural act, we are subconsciously yet actively purging a part of the species who, given the chance, would endanger our survival. Rejecting people who wear baggy pants doesn't come close.
