"ID identification to go online" requires some sort of device distribution or assumes folks will enter truthful ID numbers or whatever. Sounds like a huge hassle for all parties incl govts with exactly NO real immediate dividend. Other than to demonstrate draconian power over the citizens.

That hosts file gets updated constantly, just a habitual 1x/month refresh should be fine to avoid 99.9+% of non-state (but still potentially corrupt and in any event resource-consuming) tracking.
