The type of love that Jesus is explaining is AGAPE or brotherly love or neighborly love that extends beyond ones own tribe. As you can see up above in Matt 5:46 Jesus points out how if you only show love to your own kind how is that making you superior to the Gentiles? Don't Muslims love Muslims? Don't Nazis love Nazis? Don't liberals love liberals? If you love your own kind but hate all outside your kind doesn't that make you equal to all those around you? How will you stand out as distinct, superior, and more perfect then them? By loving those outside your tribe, group, etc.
