It actually all comes down to time. Japan's economy wasn't as punishing as it currently is in the 60's and 70's because the commuter culture hadn't started to appear, and therefore more time was spend on families. Look at most graphs of population, and births were in the rise in the early 60's, until things like the shinkansen, the metro, and the commuter loophole allowed companies to hire people from further and further away from the city centers until 4 hours a day commuting has become the norm across Japan, with the 8 hour work day, 6 hour sleep schedule, and work socialization (which used to be relaxing rather than tiring) has left Japanese workers with literally no time for anything but work.
Not only that, the commuting culture allows companies, which would have been limited by distance to a certain pool of individuals, to have such a large number of people fighting for a certain number of jobs within reasonable commute distances that it makes work supercompetitive as you just don't have to compete with your neighbors, it can actually turn out economically viable for your boss to hire someone two, three cities over. This, you might argue, allows for companies to get the very best they can and thus be better companies, but the result is a giant misallocation of both people, funds, and efforts in an attempt to keep up with this unnatural system.
Based upon the time restraints, the super competition, and the enormous pressures this puts on the resources (because having the shorter commute time means a lot less money spent in the long run anyway), how is anyone surprise women in Japan feel that unless the person is super successful that they won't be better off working if they won't be getting any time with the person anyway once they start to get to work? Which, in turn, pushes men away from the seemingly unreasonably demanding women who want to put an even greater load on their backs on top of all the stuff I previously mentioned.

And remember, all of this is being carried on the back of the Japanese government (and the savings of it's people) who has to not only forgo charging the actual price for services, but requires to combat the misallocation by spreading out funds in an inefficient manner. The infrastructure, the buying of produce which they no longer have people to pick up or plant, the lack of a tax base, the ever inflating bureaucracy to keep it all together, the pension plans which only made sense with the birth rates of the early 60's. It's all going to come crashing down because it was never thought out to be sustainable. Even the amazing maglev project is nothing more than the government doubling down on the fact it's increasingly impossible to reduce the commuting time within tokyo itself, so reducing it to 1 hour AND extending the pool to Nagoya just makes sense if you keep yourself to that paradigm.
And the stage is set: there's no time for family if you commute, and if you don't commute there's no money. Not only that, the hypercompetitiveness means that perfectly functional men find themselves in a situation where they feel their efforts aren't satisfying enough and therefore the close themselves off into a universe where they don't need to part of this high effort, low reward scenerio, where time and money are inversely proportional. So, in the end, Japan democraphic woes can be summed up with one phrase:

So, here's a few proposals to target most of this.
1.) Make support of family makers be an integral part of the tax system.
Introduce a reverse income tax with a rate of 35% and tie its deduction to the number of dependants you have register under you.
For example, have a stay at home wife? That's a deduction of 7500. Have you parents living with you? 1500 dollars a pop. First Child? 10000. Second Child? 7500. Third child? 5000.
Adjust accordingly, and eliminate benefit brackets to encourage replacement rather than expansion, at around 250 million people.
2.) Mandatory National Service for NEETS
All citizens ages 21 will be required to present themselves for mandatory services unless they can prove they have been enrolled and passing university courses, or that they have been gainfully employed (defined as being a net tax contributer) for the last 3 years. The service will be of 4 years of length.
All citizen ages 18+ may request to be allowed to do "voluntary" national service of 2 years should they have not been accepted into any school or job. If they fulfill this voluntary service, they are not obligated to do the mandatory one.
National Service shall be anything from Defense, to construction, to farming, as required by the nation.
3.) Land tax to encourage denser, greener development.
Introduce a land tax which increases or decreases depending on the density of the people working there, the amount of greenspace, the floor space, and other factors to push for developers to focus more and more into the City within a building concept, with singapore like construction of buildings with greenspaces in multiple floors, and even individual apartment green spaces.

4.) Introduce a km transportation tax to decentralize Japan and eliminate the commuting loophole
Tokyo's great density, and large prices, are driven mostly by policies which encourage people to commute increasingly long distances within the city of Tokyo and Osaka, while other cities around it are drained of people and businesses, even far away places such as okinawa (despite Okinawa currently becoming a massive hub for the transportation of mechandise and raw products). This has negative effects on families, who now have lost roughly 4 hours a day to be able to interact with each other (leading to the main complain of housewife and husbands of not seeing each other); companies, whose workers are constantly under stress due to time and cost constraints as the commuting model pushes prices high for everyone; and governments, which are then faced with inability to pay or overload of services, depending on what side of the blade they are in.
By introducing a "progressive" tax on each kilometer travelled on all modes of transportation, certain circles of commuting will be establish from which beyond will not make economic sense to keep transporting millions of people for them to get to work rather than splitting workplaces into smaller, more spread out locations.
Note: tax applies to people, not stuff, and would exclude the Shinkansens. Note 2: To further encourage this, the land tax law should provide economic tax benefits to having multiple smaller locales than having a single, overly enourmous one if possible. Note 3: Local governments may, under their own expense and administration, give workers in their area some tax relief for this policy to keep part of their size.
5.) Decentralization through the decentralization/intregration model
Implement the 4th to allow multiple cores to arise, while still supporting the rural areas.
