90% in 20 years is impossible. The quickest way is to simply start the race war and balkanize the US. That's unlikely. The best way would be for a fascist dictatorship to take over and slowly kill off brown people by deporting Latinos, even citizens, targeting blacks with extreme crime laws/abortion/other restrictions, and to re-encourage white births.
