This isn't an injun problem, this is a reservation problem. Reservations are miniature third world countries with no sewage, likely no running water, and very little industry. So naturally there's no sanitation services that would pick that shit up.

Reservations are like countries in Africa. The red cross gives more than enough aid to feed every person in the country, but almost all of it ends up going to a warlord or is wasted in bureaucratic mis-management.
That warlord in this case are the chiefs and politicians who gladly use the money for their own projects and let the original goal go to waste.
