Rome didn't fully fall until about 1450, gradually declining in the face of other rising powers for hundreds of years. Since the reconquests of Justinian, in the 500's, after the Western half of Rome fell, the East continuously fell. The final nail in the coffin, after the disastrous later crusades, was the empowerment of Arabian empires.

Western Rome fell because all of the money was in the East, and it just didn't matter to keep it up anymore. It was easier to let the surrounding tribes have their way.

Eastern Rome fell because Constantinople was ransacked during a crusade (on a whim, no less), and the post-600 rise of Arabian and Persian powers further did them in. The Ottoman Empire being the most significant of those powers.

Up until the late middle ages, the Roman Empire was actually still quite powerful and wealthy, even though it had a small amount of territory compared with its earlier days. The reason for this was that Constantinople was positioned in a major, major trade hub.

Soldiers now had allegience to their general instead of Rome itself, which allowed Sulla to march on Rome and enforce a dictatorship. After that, it was a free for all for the military and moneyed elites, and Rome was no longer ruled by reason and merit, but by military might. The immediate consequence was that the best, most courageous leaders Rome might've had were killed in political purges. When Rome's first dictator Sulla left to fight in the east, first the populares (liberal plebs) killed the optimates (conservative patricians) under the protection of Marius, then Sulla retook control and had the prominent populares purged.

After that, despite Sulla's attempts to restore the republic, it was only a matter of time before Rome was ruled by a succession of dictators (pretending to respect the republic, of course). This meant Rome was less and less the senate-based meritocracy it once was, and the rulers (and increasingly diverse citizenry) had priorities besides the preservation of Roman values, customs, and even security.

Rome became multicultural, lost it's nationalistic spirit, and with it, the will to defend Rome. The city of Rome's determination had seen off the mighty Hannibal while it was just a city state, but it couldn't repulse an amateurish, rag-tag invasion by Alaric and his Visigoths at the height of the empire, because not enough "Romans" cared about Rome by that point.

The Roman Empire fell in 476 with the collapse of West Rome, and its land subsequently changed hands between the Scirii, Ostrogoths and Lombards. The Eastern Roman Empire or the Byzantine Empire wasn't the same as Rome, it was more Greek than Latin.
