I'm going to have to disagree with you on that. It really doesn't matter which one comes first. Both the flags exist now and have similar characteristics. It is more similar to the Prussian flag as that's what it was based on but it is still similar to the Israeli flag due to the color of the stripes and where the stripes are located. Shift up the Stripes in the Prussian flag slightly and move the symbol to the right and the flags will have the exact same design.

The fan flag is darker and the stripes aren't the same. The center eagle is also on the left side as opposed to the SOD which is in the middle.
