The Russian government has been subsidizing Roscosmos who for a long time have offered a reliable and cheap launch system compared to the rest of the world. Even US gave up on their space vehicles and have been paying Russians.
Then SpaceX came in and undermined the whole industry by showing how rapidly they could develop their platform while still being a profitable company. Also making their launches public with livestreams spurred investor confidence. Lots of competition growing in the "space" (no pun intended) which is what Elon wanted all along just like with Tesla.
This, just like China's live stream for Tiangong-2 mission show how countries are looking to compete to stay relevant. Russia has made large investment in their future space program. Now Japan, kings of computer and mechanical engineering have to prove they are still relevant too.
