No they didn't. The troops in that part of the country are different to the troops in other parts.
It's why I shake my head when people say they'll move the guys from Aleppo to Palmyra, the logistics of that would be insane, as is the risk of moving that many troops.
Some might go there, majority won't.
Palmyra doesn't have civilians in it either. It's much smaller than Aleppo and taking it back would be a shitload easier than retaking Aleppo.

At the same time this will make relations with US murky considering how the US is supporting the Kurds in Northern Syria and even pulled out support to assist FSA with airstrikes after Turkey bombed Kurds.

Actually they're not shooting at the Kurds anymore. The US has been getting them to talk to each other and there's even a Turkish SF unit in Manbij. The Americans are trying to get everyone to keep shooting at ISIS, which is what seems to be happening given that the Turks are taking al Bab and the YPG has stopped trying to advance towards it.
Everyone can walk over the border because "Syria" is just a geographic area like Somalia, not a country anymore. Half of it was taken over by ISIS and Assad is too busy dealing with rebels to take them out so, we're gonna take them out.
