The game is called Illuminati, it wasn't ASSOCIATED with the Illuminati
That particular card was ADDED in an update that occurred in 1995.
This means that the card was added BEFORE 9/11, but shortly AFTER the lesser-known wolrd trade center bombing in 1993 perpetrated by the nephew of Khalid Sheikh Mohammed.
So it was well known that the WTC was a terrorist target when this card was published.
The illustration is peculiar because it does bear a striking resemblance to the real event and does not at all resemble a nuclear explosion. But I don't think it's beyond the realm of coincidence.
