Similar methods were used by Henry VII (1st Tudor) to manage the aristocracy without bearing against them too heavily.

That was usually a threat to kings and other lords when disputes arose or when rebellions began.
Previous kings had attempted to outlaw this practice, but to no avail - it was largely ignored, or bypassed with loopholes.
Henry VII made it law such that lords could only be allowed small numbers of retainers to be at their lord's service, but each lord could employ as many retainers as he wanted for the service of the king, gaining favour in return.
That was solidified with the use of attainder, stripping land and title away from treasonous nobles, with the vague promise that such title and land may be return for good behaviour and service to the king. It rarely ever was, or ever in full.
