Unless some serious restructuring is done on a municipal level, unless a very real effort is made, these places will continue to operate faster than 'outsiders' can keep up with.
Again, I commend your effort to save lives. Most of the people trapped in these fires and in these scenes are young, naive, and insecure. I know, because I was one of them up 'til my late '20s. It's a hard scene to get out of or oppose once you're in it. These art communes operate almost in the same way as cults. You are expected and prompted to be a part of these activities and locations in order to thrive within their culture. Even the straight edge hardcore sub cultures are dragged into some of these areas by association, due to the pressures of finding a place to promote their culture and music.
We need to make serious efforts as a community to open up dialogue with the arts communities and find a way to help them without being intrusive and diabolical. We need to put the hammer down on these nihilistic landlords who turn the other way and make a cash out on desperate young people.
