The TL;DW is that, in addition to the code violations, they were storing FLAMMABLE LIQUIDS in violation of ordinance.
The code rules for storage of flammables are obscure, and the fire department doesn't countenance any bullshit about it. Shit like a 20-liter jerry can of gas is a guaranteed violation. In many cities, a few smaller cans would also be a violation.
When scouting, LOOK FOR FLAMMABLES. Shit like this is probably why the Oakland fire happened. REPORT IT.
Also BE ON THE LOOKOUT for collections of cans that look like PIC RELATED (whether toluene, naptha, mineral spirits, or anything else). These are almost universally flammable substances, and in many cities more than FIVE of these in a dwelling is a violation.
