I used to live amongst these people until I was excommunicated for being a conservative. You can find many of these flophouses if you infiltrate facebook, however many of my facebook friends have been frantically warning everyone to remove their online presence.
There's a few art collectives in SF city that have ties to the flop houses such as The Center, The Convent, and 20 Mission. These buildings might have safety violations as well, but you can look through their posts and friendslist and maybe uncover some of the flophouses.
