Well for one a lot of these people aren't just "raving" there, they are living there, in deplorable conditions that have very adverse health effects on top of the ever present fire hazards.
Additionally, many of these locations are near residential areas with homes and businesses on their outskirts. An out of control fire is not only a risk to those inside the buildings but also to those surrounding them.
