These venues are known as "DIY Spaces", and are often unsafe, as they don't necessarily follow the fire codes. Also, remember, if their main entrance opens INWARD it is a DIRECT FIRE CODE VIOLATION if used with crowds like that. People panic and won't be able to pull the door inward to exit the door due to all the pressure. This has happened before and is why all clubs/pubs/etc. require their doors to open OUTWARD.

It just occurred to me that most of the MN collectives might have simply gone underground instead of posting online. Before you get them shut down, try and get in there and ferret out the locations of any of the local flophouses. grab a raggedy pair of pants and a beatup hoodie when you go in. The cold snap will make them more sympathetic to you on account of 'I don't want them to freeze to death'. Use that and track down some more places for the FD.
I'd do it, but I'm way too fucking bougie to pull off looking like a homeless anarcho-commie. I'd get found out in a heartbeat by my haircut alone.

I've found nothing in the International Fire Code to that effect. I would check the local ordinances.
My take on it, though, is that unless the fire code mandates a window to be in a location, boarding one up should not be a violation of the fire code.
Ordinances may prohibit leaving windows in "disrepair" for too long, though. Board-up is done in occupied buildings most often when a window is smashed and they don't want to repair it just yet.

I just wanted to post a story about an old fire safety nightmare in Chicago from the 1950s.
The Green Mill Hotel was a residential hotel (i.e., daily or weekly rent slum) run by Japanese immigrants near Printer's Row. It was set up in the upper floors of a building owned by the restaurant supply house in the ground floor. 84 people lived in the 81 rooms of the three floor, 18000 sq. ft. hotel.
The stairway that served the hotel was not up to code. The stringers of the stairs were only nailed to the wall, and not recessed, as code then required. The hotel office, right next to the stairway, had a storeroom in which the owners kept flammable liquids, including a five gallon can of gas. The janitor, the owner's drunkard brother-in-law, didn't do shit. They kept old oil drums in the hallways for trash, which were constantly filled, with rubbish falling to the floors.
Unsurprisingly, the place went up one night. One of the engine companies that was working the five-alarm fire was carrying a hose up the stairs when the entire stairway collapsed under them. One firefighter, Fire Captain Ed Duller was trapped and burned to death. Fireman Gino Dini got out but was so badly burned it was a year before he returned to work, and could only ever do clerical work again. Deputy Fire Marshal Hughes had a heart attack on the scene and died a few days later. All told, nine died.
Safety is everybody's business. The building owner, the business operator, the residents, the man on the street. Everybody's business.
