Even then, I can't interpret it. It's too broad. No reasonable person could work out the threshold without going to common law precedent. This is new medical science - there is barely any precedent. So the JUDGES may have discretion here, especially the att. general WHO IS CONNECTED TO THE FOUNDATION!
