This is mostly false, though.

Most of the Bronze Civilizations were either in the Middle East or Europe. If you look at any map of the world at pretty much any point, Europe was very developed for its time.

The Romans did a lot, but they didn't literally civilize savages.

For example, the reason why the Romans were able to conquer the Dacian capital was because they found the underwater pipes that lead the water into the city. Underwater fucking pipes in 106 AD.
