This ignores the entire plot. Cassia went on the suicide mission to give his previous acts meaning. Man killed himself to atone for his sins, the movie explicitly painted the rebels as not wholly good. Rook had no impressive skills besides an inside knowledge of the Empire bases. The movie shows in it the "diverse group" (council) being ineffective and unable to reach consensus. If anything, that scene could be interpeted as pro-homogenous-systems.
Lewis (((Beale))) wasn't even paying attention to the movie, too busy stroking his missing foreskin to all the different skin colors.

haven't even watched rogue one but star wars is set in a post-galactic-colonization scenario (that's not even our galaxy), so the skin colour of a human in that case is a very minor difference compared to all the actual alien races you're going to be sharing your alliance or empire with
