No they can confiscate anything about of money, say 2000, or property if they assume without probable cause that it's related to drugs. Happened to a buddy of mine years ago. Drove from California here to Florida for a fresh start with 2500 as pocket cash from selling some his stuff, cop pulled him over in Georgia, asked if any large bills were with him, my friend said yes, and the officer took it solely because the cop assumed it was related to drugs. It was hard to pin crimes on criminal organizations and even if you do convict someone, it's probably going to be someone on the bottom of the ladder. With civil forfeiture, they could target organization's assets rather than people, which has a different minimal bar of proving guilt. It was effective at crippling those organizations. The problem now is that cops are using it as you said, to enrich themselves by targeting people they shouldn't. They should reform the law.

I've been following this for years, and some really outrageous stuff has taken place.
It's a terrible law, that is diametrically opposed to the principles that you are innocent until proven guilty. Where civil asset forfeiture is in place, you do *not* have to be proven guilty, and the police can still take your assets, including cash, cars, etc.

It's a relic from the war on drugs, basically the idea is that if you're a drug runner carrying cash they can take it without reason.

When I was young, I watched an entire residential neighborhood get knocked down so that a hospital could put a park there for "therapeutic reasons" Ive never seen a single person in that park. ever.
They put in an elementary school in the middle of some neighbor hoods in the 70s or 80s, it was a retarded dead end road that parents had to loop around in the parking lot and go out the same way. It was only big enough for 1 car going in and 1 going out at the same time.. At the end of the one way road was another house facing the street on the outside of the cluster, The school had the city use eminent domain and kicked the home owner out and knocked down a house that had been there for 100 years (good condition).

Ive had my car illegally searched. every time Im pulled over at night, the cops take 45 minutes all the way to 1.5 hours for a simple violation like a headlight being out. My brother always has his car illegally searched. One time they pulled him out to search his car, he had a drink in there from somewhere, the took the lid off and poured the contents out onto his floor ruining his carpet.
At night the cops try to force people into running red lights by exploiting "Emergency Vehicle Preemption' system. They sit in the parking lot of a store at 2 am where they can see the stop lights, when a car gets near they flip on their ir emitter forcing all the lights to immediately turn red and the car has to slam on their brakes, if they dont manage to stop in time the cop will write them a ticket for running redlights. I had a cop try to pull that shit on me twice within 15 minutes.

The thing that's different in the U.S. is that some states have really loose definition of what great public good is necessary to use eminent domain, allowing any private developer who gave out enough bribes to city and state officials to raze an entire neighborhood.
It's very difficult in Canada to exercise eminent domain for the benefit of a private entity. The last time it was used was on a farm that refused to sell his land to make way for a giant car factory Toyota proposed building (farmer eventually caved, and eminent domain wasn't actually used).
