They are cracking down on populism, not free speech. Movements, not individuals. I know that might sound contradictory, but when I say that they are violently opposed to all ideology, I'm not exaggerating. Kremlin is run in decidedly sociopathic manner. "Whatever works, do it" approach.

And "long view" is very popular in kremlin, hence when during maidan there was a violent backlash, people really did feel betrayed, tho it subsided as people begun to recognise complexity of the situation, and call for invasion. Kremlin essentially told them all to fuck off and did it's thing with Crimea. There are rumours that whole Donbass op was unauthorised enterprise that had to be approved and supported post facto to avoid loss of face. Any way, problem with inclusive economical institutions comes from he fact that it's against interests of many of it's members, obviously. The individuals are still human after all. Some people in Kremlin were arguing for quick decisive action on this (so called civiliki) some for slow and steady approach (siloviki), When sanctions hit however it became readily apparent that it was "reform or die" situation. at which point Siloviki, who were keenly aware of reasons for USSR's fall, decided, "fuck it let's do it". And since then every other week there is a politician thrown out of office/in jail for corruption. Also improved incentive structure for business and of course the whole domestic agriculture push.
