I think you're confusing the late 90s/early 00s with the 90s. That said.....
Stiles Project was the site for gore and really fucked up porn. Something Awful was the site for satire and virgins in the late 90s. Conspiracy theories and politics were generally kept on usenet.

To answer your question though, probably rare VHS trading rings from what I've heard (at least in terms of "muh dark corner fringe"). My dad told me stories about how his friend got into collecting movies and he came across get-together a where people would trade """"rare"""" snuff films (basically just fire by today's standards) and amateur porn and stuff. There was some footage that had legendary-tier rareness and somehow everyone "knew a guy who knew a guy who had seen it" but it never showed up.
