German Generals thought they would be ambushed and flanked if they pushed onto Dunkirk, and pushing towards Dunkirk would stretch the lines too far. I'm pretty sure this is how I remembered it.

This. The allies counter attacked earlier in the campaign at Arras. German blitzkrieg needed more troops to ensure that an assault wouldn't be repulsed with huge casualties and the offensive crumble. Hitler's generals waited to refuel and rearm giving enough time for the British and some of the french and Polish to escape.
Hitler had little to do with it because early in the war he did little micro management and left it to his generals which is why they performed so well.

The German command thought that the invasion was going too well, they feared that if the tanks got too stretched out the allies would counter attack like at Arras (2000 french and British pushed back Germany's elite SS Panzer division and two Wehrmacht panzer divisions, thats 10000 men, inflicting 10X as many casualties) and annihilate the German armour leaving the Germans exposed. The beach had the entire BFE and three French armies. They didn't know the state of the allied forces and feared that it would be a bloodbath if they only attacked with tanks and a few mechanized infantry units.
To say it was Hitlers benevolence is to fundamentally misunderstand the concept of Blitzkrieg, the importance of counterattacks in warfare (general or mere captain, who employs every one in the storming of a position can be sure of seeing it retaken by an organised counter-attack of four men and a corporal) and World War Two. Everything that doesn't fit your narrative is Muh jews or Muh degeneracy and yet Hitler letting the BFE survive makes absolutely no fucking sense.

Remember that the Wehrmacht was just like any other countries army: run by generals, not directly by the chancellor. Hitler promised himself some goodwill from the British and maybe a white peace of sorts, as he routinely called the war against the west the "wrong war". He also wanted to show his generals that HE was in charge.

The theory that the Wehrmacht expected an ambush is false. Hitler personally ordered the army to halt, not the generals. His exact words where "The fleeing British are not to be harmed, their boats not to be shot at". This also stopped the Luftwaffe attacks that occasionally happened earlier. His reason might also include a sense of traditional warfare, where you don't massacre another european army during wartime. Maybe he also underestimated the British and thought they'd surrender soon anyway.

Okay, judging by the Wiki entry about this it seems I was wrong. It appears the Wehrmacht underestimated the speed of the evacuation and air attacks continued throughout. While there were indeed powerstruggles between the Luftwaffe, the Heer and the leadership in Berlin, Hitler did sanction the order to annihilate the British at the earliest opportunity.

Could also be jewish tricks to tarnish Hitlers reputation even more though and deny him any possibility that he acted out of a sense of honor. It's still debated to this day.
