You counter propaganda by speaking the truth. Propaganda can only last so long because it has no substance behind it, eventually people see through the propaganda and turn away from it.
How about the Swastika? Even if it was adopted it is more recognizable than the original or any other symbol. Red, white, and black flag for example.
