Depends on what all we mean by Orwellian, but I think that definitely describes a number of aspects of NK society/law that I dislike.
They prohibit certain information all together, don't value free speech highly (you can think of it like the similarly weird distinction with libs and 'hate speech', where somehow certain things just aren't speech), they don't have massive surveillance due to limited electricity and availability of that. Given its a socialist nation, they also don't respect private property, and almost everything is considered to be owned by the state absent the few remnants of private ownership (article 24 of their constitution).
I mean, it's a nightmare from my perspective given my values focus around concepts of liberty and freedom, and given I loathe socialism.
BUT simultaneously I don't think the tier of nightmare is necessarily where most people think it is. IE: Executions by dogs, unicorns, landing on the sun, nobody has cellphones, everything is both legal and illegal, cannabis is legal, perfect golf scores, winning all the olympics ever, limited haircut options by law, murdering ex-gfs, massive concentration camps that hold three generations of like every fucking family apparently, etc.
I hope that summarizes my view at least.

Put it this way, if the only sources available for something like that are 1) South Korean "intelligence agencies" which come from "anonymous NK sources" or 2) From defector/refugee testimony - Then I would encourage taking it with a grain of salt, or at least following the Sagan'esque standard of "extraordinary claims require extraordinary evidence".
The easiest thing for me, when I hit on massive claims like that, is to suspend judgment pending actual convincing evidence.
I would trust SK statements about NK about as much as I would trust NK statements about SK - meaning not much at all.

Its really not as bad at all as it is made out to be. I have a friend who has been there 3 times. He even has been there in the non-standard boardcrossing from china. Going through some of the poorer areas.
I'm NOT saying this place is a perfect state or something. But most of the coverage you'll hear about the place from outside it is 100% pure bullshit propoganda.
They are a small, independent, nation with their own rules and laws. They have a strong culture of governmental idolization. Religion is not banned but not allowed to supplant the philosophy that runs the country which is roughly 'doing things by ourselves for ourselves. Independence and self reliance.'
Its not all poor or starving. Most of that happened during the massive famines that came after the US literally bombed their country flat after staging a right wing coup in the south (which had most of the fertile farm lands).
