I think it largely has to do with First and second generation immigrants. If immigration is cut off or slowed I think Hispanic statistics will improve since they have on average higher IQ'S than blacks.

It's "health literacy", not general literacy.
I suspect that what separates "intermediate" from "proficient" is the fact that most people are awful at mathematics when it goes past additions/substractions.
