I'm not sure necessarily of what the statistics are for soft vs strict engagement, but from my dad (who is a cop) his words on the matter from anecdote and evidence of witnessing the office work myself were that it's not all cops, just usually the younger trained ones.
Younger cops are academically indoctrinated, apparently, to appear as politically correct and as thoughtful of emotions as possible. My old man goes on and on about how in the old days you used to run them down and club them should they assault someone, now it's an endless checklist and "calming down" procedure.
Hell, you can't even use force without mountains of fucking paperwork if you accidentally break the suspect rapist's collarbone when you tackle them to the ground.
