Forget the memeing about "chinese capitalism", the vast majority of the heavy industry and media is state-owned, and government officials run their turf as their own little fiefdoms. The only difference now is that small businesses are tolerated and the government recognizes some basic property rights (ie. as a urban resident under the Hukou system, you can own your own car but not your own apartment).
