Gangs were poorly dealt with in the 80's / 90's, which is why Chicago has more murders than NYC in the last 20 years. Essentially in Chicago they put the leaders of the gangs in prison, which resulted in all of the groups splintering and fighting each other.
It's unclear why it went up this year, but one possible explanation is the total disregard the "youths" in Chicago now have for police as a result of the BLM movement. The police are now not really responding to incidents in black areas, and the gangs all noticed this and are getting more aggressive.
B-but Chicago has strict gun laws. Why aren't these criminals following the rules?!

Having lived in chicago, i can tell you that they have the same problems that any liberal urban area has. But its getting out of control because chicagoans have a lot of hubris and refuse to believe that anything is wrong with their city so progress is never made. They believe that they are the greatest city in the world so they ignore problems and double down on liberal policy. Its a city of people with their heads in the sand and their assholes eagerly waiting to be buggered.
