My alma mater, the Rochester Institute of Technology, has a satellite campus there. I wouldn't recommend it if you live in Croatia - the facilities for full-time Croatian students are limited. IIRC, the only majors you can finish 100% in Dubrovnik are IT systems administration and hotel management. (I'm still not sure how the hotel management is a 4-year degree - in fact, I'm fairly certain it's a way to bilk rich students' parents for tuition.)
Some of the full-time Croatian students were great (mostly in IT), but some (mostly in hotel management) weren't that bright and didn't try too hard. It felt like the latter group was OK paying tons of money - relative to the cost of attending a Croatian university - for an "American degree," even if it wasn't in a very interesting subject for them.
I went with some other students in my major and a professor from the main campus in Rochester, NY. He taught half our classes, and the other half was taught by professors attached to the Croatia campus on a more fixed basis. Had a blast visiting Zagreb, Sarajevo, Split, etc. while I was there.
Also, I saw a lot of neo-Nazi / Ustaše graffiti and tattoos when I was there, so I'm not surprised by OP's report at all.
