Environmental regulation probably did play a role in improved LA air quality, but plenty of other things were happening also that contributed to reduced air pollution. Changes in the US and global economy meant that highly-polluting industries were leaving the US for Mexico and China. US consumers became richer and demanded more environmental health (i.e. less polluting cars, etc). Technology improved and became more efficient.

Most libertarians will accept that some amount of government regulation of pollution is optimal--pollution is a classic market failure. But environmental regulation also has decreasing marginal returns; i.e. the first air pollution law is awesome, but once the air is pretty clean it gets more and more expensive to clean it even further.

Some economists even go so far as to formalize the relationship between environmental quality and overall productivity (pic related). As LA was developing as a city, environmental quality declined (factories, etc.). But eventually, it's economy shifted to higher-end industries like media, fashion and porn.

Liberatarians will admit that government regulations are necessary when a transaction between two people impacts a third person. This is indeed the case in pollution (man A buys car from man B, but man C is effected by pollution). That being said I've been told by lolbertarians that pollution was already on the decline once the regulations started and they did little-to-nothing to actually impact air quality. Not sure if anyone actually knows the truth

It was less a matter of regulation than it was of technology.

We couldn't build high efficiency low NOx burners until about 20 years ago. Or rather we didn't have a design that worked and was cheap.

Most smog is NOx from combustion or rather from heating air past 1,500C in a combustion process which will chemically change the N in the air into NOx.

every other billboard had shit about getting your car fitted for smog whatever and registering it with the state. I think Commiefornia just made driving really expensive and shut down alot of factories, i don't think it was some sweeping environmental regulations unless they were aimed at shutting factories down.
