People will do whatever their parents or society tells them to do. If you are raised and reinforced constantly to hold ambition and working hard as a necessity you won't even consider sitting on your ass smoking weed to be an option.
Kids whose parents have no time for them and don't go to boarding schools or have their lives structured around working hard at study/sport/music whatever build bad habits at an early stage.
It's like training a dog. You can train a dog to be a disciplined military level dog with a structured early training regime. Or you can let it run around in your back yard, teach it to shit in the corner and pet it now and then.
Universal basic income won't turn normally hard workers into lazy people. But it also won't do the reverse. The lazy will get lazier and the hard working will get new opportunities. Structure the youth towards hard work/study and THEN pay them to do so.
