He literally can't. The British people went to great lengths to remove as much power as possible from the monarchy hundreds of years ago. They're literally ceremonial now. They have to "give permission" to a government to form, and for legislation to be passed but in reality if they ever refused they'd be overthrown, no joke.
There's even a ceremony of slamming the doors of parliament in the Monarchs face (though I believe it's typically done with a representative from the monarch, or just no one at all). I don't even think the monarchy is allowed to set foot in parliament, though I'm not sure.
