Syrians will need to be the workers. Industry has been devastated and there's barely any money there so Syrians will have to do construction work until they start rebuilding industries. And they need to employ as many Syrians as possible so that they avoid another civil war led by broke Syrian incels. Expect to see strict controls over work visas.

True. Problem is that educated middle-class Syrians will either leave or have left by the time the dust settles. I expect Russian and Iranian brainwork and Syrian labor to rebuild the country.
That being said, I doubt anything exciting will come up. Most exciting projects tend to be capital-intensive, and Syria will be focusing on labor-intensive industries (cheap labor+necessity)
I wouldn't be surprised if the Syrian Government fucks this up. I have a nagging fear that they'll hire the Chinese to complete large projects and the Chinese will get their own labor. >20% unemployment in a country where political tensions are high would lead to another civil war in 10 years.

I don't expect anything to ever come out from the peace talks, desu. The main problem is, the "moderate" terrorists are acting as cover for Al-Nusra, and the Syrian Government will never cease fire against Al-Nusra (a designated terrorist group by the US, mind you).
This creates an impasse which can cannot solved whiile both Al-Nusra and the moderate terrorists exist.
Either Al-Nusra is annihilated and the peace process can finally continue, or maybe the moderate terrorists wil merge with Nusra and the war will continue until every last one of them is killed, or they finally surrender ala Aleppo..
