There are cameras everywhere in the red light district and the coffee shops are safe. The tourist district is very safe, aside from having drunk bongs puking everywhere. Just don't venture too far off the beaten path.

South arnhem was fucked to hell. Theres so much crime and theft there. I also lived in balkbrug for 2 years, a small village near zwolle. I much prefer Arnhem though, way more fun.
