Apparently the Russians had access to DNC servers for 12 months, then published that data through DCLeaks.com and wikileaks. That's the extent of their "hacking".
Now it's not clear if they actually hacked into the servers or they were given login information / access codes. The report doesn't say and that's likely some of the intel that was redacted.
