The allegations are false. What they're trying to imply is that Russia meddled in our election and by doing so affected the sovereignty of our great nation, i.e. softcore declaration of war/reason to declare war.
The point is not entirely to ruin American/Russian relations (although they'd be glad for that) but more to discredit Trump's presidency as legitimate. Basically they want to give a tangible, political, logical reason to hate Trump. "He wasn't even elected democratically, Russia hacked the election!"
