I work in civil engineering, we've collaborated on a highways scheme where they had to provide some communications and general electronics shit. All supposedly off the shelf stuff, they fucked so much up the entire project got delayed by 9 months.
Having said that, in some European cities they have buses that run off overhead electrified lines. So alot of the technology will be there already.

There's way too much liability for driverless vehicles. We just haven't seen it yet because these things aren't being used yet. No amount of lawsuits will stem the tide of driverless trucks as the US rushes to keep up with other economies use of the technology. Round the the clock deliveries and overloaded docks requiring more human workers, until that too is replaced by robotics.
This is a global trend, not a regional or local one, and regardless of the legal environment, profit and productivity speak louder. Laws can be amended with the stroke of a pen, but humans cannot undo millions of years of evolution to keep up with a robotics driven global economy.
