The Elves of various kinds were rulers of Tamriel for most of it's history and pre-history. Only when powerful Aedric deities stepped in to help the human slaves rebel did the humans break from Elven rule.
Then the only reason why the High Elves were conquered and annexed by the Empire was because Tiber Septim got his hands on the Brass God, the literal corporeal formation of the most powerful race in all of Tamriel: The Dwemer. The Brass God being effectively invincible and capable of breaking time itself.

This is too simplistic. The entire dominance of elves itself was based on the favour of the gods. The Aedra raised them up, and then when they proved to be degenerates who turned to Daedra worship and took part in pretty much every degenerate act, the gods turned away from them.
Men serve as cosmic justice in this narrative, and manage to BTFO elf degenerates despite lacking the untold eons of divine patronage that the elves had.
Humans, despite being shorter lived and much less able to go Daedra summoning still totally wrecked the elves in almost every way. Two instances (Alessia and numidium) of direct intervention still pale in comparison to the rest their unassisted conquests (Ysgrammor and so on).
