The States are essentially "sub-countries" that have all agreed to be governed as one Federal body. But they still get some sovereignty and their own laws can even trump the federal ones. The electoral college is designed so that all the "sub-countries" get equal representation in a federal election. If one of them has an insanely high population (cough cough, commiefornia) then they can dictate who gets elected everytime with almost no say from the smaller States, so popular vote would be wholly unfair.
