1. Kyoto is the most visited tourist destination after Tokyo, and has tons of foreigners. Their economy is specifically catered towards this, and they probably try to accommodate English and other languages more than Tokyo does. As a result of this (and many other factors), most young people do not even speak Kyoto-ben anymore. It's falling into the general kansai-ben dialect.
2. There is no "speaking etiquette" with regards to people from Osaka (btw, you do realize there are other cities with stronger accents than Osaka, e.g. Kobe/Hyogo isn't in Osaka, and there is a thing called kansai-ben, right??). It's so obvious you have no clue what you're talking about, it's actually painful.
3. Japan isn't a two party system and has a bunch of parties. There's also people vocal about feminist rights, and a lot of people in Japan think we should have a proper military... I can't believe you're so stupid.
