The image you linked is from footage filmed by one of the two attackers. The rest of the footage was shot by a civilian - not a reporter. One of the guys had a gun and the other had a cleaver. There was a fire fight between them and the police but they were both apprehended and now serving 45 years in prison.

In that situation I could see something like a net being effective.
