I would say the best course of action would be to change welfare so that once you start receiving it, if you have another kid you will NOT get more money. Keep abortions legal but semi-expensive, so that they are an option but not ideal. I do know several girls that are on BC for other things, like regulating heavy/painful periods or controlling acne outbreaks and wouldn't want to take it from them. The most important thing would be to also start pushing the idea of the family unit, or marriage and successful people having kids that they can afford, to counter the whole crazy, frontal-lobe damaged feminism movement.
