Blase Cupich and Card. Donald Wuerl. The main mind behind the reversal of the historical Catholic approach to Church-state relations was a Jesuit from New York named Fr. John Courtney Murray. The list goes on.
Modernism is a cancer that has taken root in the Church pretty much everywhere. Arguably, the only exception is in Africa.

The first person to Christianise an aspect of paganism and introduce it into the faith was St. John, who in his Gospel appropriated the pagan Greek philosophical concept of Logos and equated it to Christ. That has been the custom of the Church since its very foundation. Just because something is pagan in origin doesn't mean its deprived of all worth or value, because while pre-Christian peoples did not understand the Moral Law (because it was not revealed to them), they did abide by Natural Law insofar as they were able.

Germany is the country of the Reformation, after all, and roughly half of the country used to be Lutheran, the other half used to be Catholic - so you would except to be both German Catholicism and German Evangelicalism to be different than these denoms in Canada or the US, etc.
But the Reformers were and still are always accused of being "Judaizers", they are the total opposite of being "Pagan" ... I mean, what you write there about Moral Law and Natural Law and Logos etc. this is a very Catholic perspective.

But I am not convinced by your explanation for the current condition of the Catholic Church in Germany. There are other nations, many in fact, which have been affected by Protestantism and which have not imbibed so deeply from the modernist font. It is a recent phenomenon dating mostly to the post-war era. Even Ratzinger who is a hero among the "neocon" camp had some incredibly unorthodox, bordering on formally heretical views.
