Got separated from Russia when Soviet Union collapsed

It used to be part of Prussia a nation state composed of German speaking peoples who unified all the other German speaking peoples iin Central Europe in the 19th century and creating the country we all call Germany. The reason it's part of Russia is because the general theory after WW2 was that the "Prussians" were militarists and this militarism had infiltrated German society and led to the outbreak of both World Wars. The allies decided the best way to counter this so called Prussian militarism was to destroy the Prussian nation state altogether by ceding it to Russia and Poland.

I've been there, it's sad what the war and the soviets done to the old German city. Now it's just like any other Soviet place you can find.
Although it has some really cozy resorts with few people there, a lot of amber (biggest field in the world, afaik) and a fuckton of nukes, tanks, ships and soldiers.
We basically keep this place as a military outpost.
