The only people who talk about Trump being a Russian are the political appointees who officially head the agencies. These people have lately been famously and loudly at odds with the actual agencies, as seen in James Comey reversing himself on the Clinton investigation because his agents threatened to leak or walk if he did not re-open the investigation.
